TAKING ACCOUNT of the Community`s willingness to provide, where appropriate, economic cooperation and technical assistance, 1. Taking into account the respective competences and competences of the Community and the Member States, cooperation shall aim at creating a favourable climate for domestic and foreign investment, in particular by improving the conditions for investment protection, capital transfer and exchange of information on investment opportunities. On 15 February 2016, the Council discussed and adopted conclusions on Moldova. These conclusions focused on the reforms that Moldova had to undertake in accordance with its Association Agreement in order to meet citizens` expectations. 3. Respect for democracy, the principles of international law and human rights, as defined in particular in the Helsinki Final Act and the Charter of Paris for a New Europe, as well as the principles of the market economy, including those set out in the documents of the CSCE Bonn Conference, strengthen the internal and external policies of the Parties and constitute an essential element of the partnership and of this Agreement. The Parties may, on the basis of mutual consensus, engage in other forms of cooperation in science and technology.
